THE PROCESS

Beaumont’s Comprehensive Plan is more than a required planning document, it is a shared vision shaped by the residents, businesses, institutions, and community partners who call this city home. This planning effort is designed to guide Beaumont’s future in a thoughtful, inclusive, and strategic way, considering how the community will grow, how neighborhoods can strengthen and evolve, and how local resources can be aligned to improve quality of life for all.

At its core, the plan looks at the big picture: where new development and reinvestment should occur, how infrastructure can support long-term growth and resilience, and what steps will help Beaumont remain a vibrant, welcoming, and economically competitive city. It will address essential topics such as housing options, transportation and mobility, economic development, land use, parks and recreation, environmental and flood resilience, community facilities, and more.

A key element of this process is meaningful community participation. A diverse Steering Committee represents a broad range of perspectives, neighborhoods, and sectors that will help guide the plan’s direction. Throughout the planning timeline, Beaumont residents and stakeholders will be invited to participate in public workshops, design sessions, open houses, surveys, and online engagement opportunities. This ensures the plan is rooted in the needs, priorities, and aspirations of the people who know Beaumont best.

Following the collection of input and data, the planning team will prepare a draft Comprehensive Plan. This draft will include maps, graphics, analysis, and actionable strategies, and it will be brought back to the community for additional review and feedback. The plan will not simply describe what Beaumont could become, as it will outline how to get there by detailing who is responsible for certain actions, when they should occur, and what resources may be required.

The plan will also present recommendations for potential policy updates, zoning considerations, infrastructure investments, and other municipal tools that may need to evolve to support Beaumont’s long-term vision. While this process will not rewrite the City’s development codes, it will identify opportunities for improvement and provide a clear roadmap for future updates.

Importantly, the final Comprehensive Plan will include tools to track implementation and keep the public informed, including timelines, performance measures, and accessible web-based updates.

Through this open, collaborative, and forward-thinking process, Beaumont’s Comprehensive Plan will become a living guide. One that helps the city grow stronger, more resilient, and more connected for years to come.
